APJ Abdul Kalam Award is presented to Ratnakar Dalai from Bhubaneswar, Odisha for his valuable contribution and remarkable roles on Science and Technology. Ratnakar Dalai is an Assistant Director (civil), engineer diver, rescue diver, in water resources dept. Govt. Of Odisha. He is also a chartered engineer,certfied diver from padi,aus. And also life member of Indian Red Cross Society, rescue diver of ircs. He is fully expert in under water works in dams, weirs and ships etc. and also expertise in under water survey works, photography, videography etc.
He helps to become a better dive buddy and a more confident diver by role-playing what to do in different scenarios.
He has done rescue operation for Black Rose Ship drawn near Paradeep Port, Odisha on dated 9.9.2009, Rescue seventeen (17) No of Crews of Mongolian Black Rose Ship except Captain. The dead body of Captain of Black Rose Ship was recovered after 7 days from the Ship. He was done rescue operation near Dhabaleswar Temple, Cuttack on Dated 26.9.2009. Rescue fifteen (15) Nos of Pilgrims and recovered seven (7) nos of dead bodies during the drawing of Boat near Dhabaleswar Pittha. He started Rescue operation Camp in Puri Sea Beach during Ratha Yatra every year by the India Red Cross Society, Bhubaneswar. Rescued lots of Pilgrims from drawing and aware the visitors, how to take bath in the Sea. He also completed Under water mapping and investigation of different Dams of Indian and outside the countries by the request of the Dam authorities.
Apart from this he is also solve the Molaperiar Dam issue between Tamilnadu and Kerala State by taking under water videography and doing carrying out health Status of Dam with the scientist of CSRM, New Delhi by the order of Hon’ble Supreme Court of India. He is carrying under water videography and Photography of repairing of emergency gate of Sathanur Dam in Tamilnadu with the presence of crocodiles.
