Rabindra Kumar Panda is belongs to Bhubaneswar, Odisha. He is a Group-A officer in Indian Railway. He is working as a Joint General Manager in Finance Department, RVNL, Bhubaneswar.
He completed his career with MBA(FInance), MA(Ecom).
Dr. Rabindra Kumar Panda is a Group A officer in The Indian Railway Accounts Service (IRAS). His responsible is for maintaining and managing the finances and accounts of the Indian Railways. Presently he is working as Joint General Manager (Finance), Rail Vikas Nigam Limited, Bhubaneswar. He is maintaining accounts of the Indian Railways. He is Giving financial advice to the executive in matters related to railways. He is also scrutinising all investment and expenditure proposals of the various departments in railways. He make preparation of the budget. He is also carrying out periodical financial reviews. Apart from this he is an engaging in fundraising and funds management and maintaining accounts and bookkeeping for railways. Rabindra Panda is also conducting stock inventory control. He is settling claims and recovering dues and management accounting.

In the year 2022 Shri Rabindra Kumar Panda, as Senior Deputy General Manager(Finance), honoured with Certificate of Merit from Executive Director /Finance of Rail Vikas Nigam Limited, New Delhi the Certificate of Merit for Exemplary contribution, Outstanding Performance and Devotion to Duty clearance of Project Advance in relation to Project Management in Finance.
2. In the year 2021 Shri Rabindra Kumar Panda, as Senior Deputy General Manager (Finance), Rail Vikal Nigam limited was selected and nominated for training and participation on National Programme and Project Management policy Framework conducted at NATIONAL ACADEMY OF INDIAN RAILWAYS, VADODARA.
3. In the year 2017 Shri Rabindra Kumar Panda, as Senior Financial Advisor at Kharagpur Railway Workshop of Indian Railway was honoured for his Outstanding Performance and devotion to duty by GENERAL MANAGER of South Eastern Railway, Kolkata with Certificate of Merit.
4. In the year 2010 Shri Rabindra Kumar Panda, as Astt. Divisional Finance Manager, South Eastern Railway, for participated in the Induction Programme Couse of Finance Management at Railway Staff College, (Now National Academy of Indian Railways), Vadodara and honoured.
5. In the Year 2010, Shri Rabindra Kumar panda, as Astt. Divisional Finance Manager, South Eastern Railway, was selected for participation in UTTEJANA a Finance Management Project at Centralized Training Academy of Railway Accounts (Now Institute of Finance Management)at Secunderabad and honoured.
6. In the year 2003, Shri Rabindra Kumar Panda, as Senior Traffic Inspector of Accounts was Honoured with Certificate of Merit for his Outstanding performance and devotion to duty in Finance Management in Railway, by Financial Advisor and Chief Accounts Officer of S Railway, Kolkata.
